Why are Battleships shell spread so bad

Question

I played 10 Great battles with my south dakota class the is vetted to test accuracy and shell spread affected the turrets from hitting the target. It's a problem mostly in US battleships that when a volley of shells are sent to hit a target that the shells spread apart becoming a miss or 1 turret hitting causing for minimal dmg. It's mostly with battleships because my 2 stared iowa got outgunned by a Northampton because my shells couldn't hit it or if I hit it was to little dmg. Pls take out the shell spread so my ships have a chance.

I've done my research into this and now understand "dispersion". However you are correct even though I ship is mastered it doesn't seem the sailors help with this in any way.

I would also believe that the higher level the ship the less dispersion you would encounter.... This has turned out not to be true.
