I really don't understand what Harbour Assault adds to the game. It is a mini game within the game that it's only function is to steal from the poor and give to the rich (at least it was, haven't played HA for a while and I'm not up to date with the latest updates). As I see it developers consume a lot of time to fix a broken feature that does not add anything of value (IMO) to the game while postponing real value (e.g. Italian/French fleet)
